Misión de la UNIORE firma memorándum de entendimiento con Consejo Nacional Electoral de Ecuador de cara a las elecciones generales 2814 0 UNIORE / Thursday, February 4, 2021 / Categories: Noticias, Observación electoral Quito, Ecuador.- El jefe de la Misión de Observadores Electorales de la Unión Interamericana de Organismos Electorales (UNIORE), y presidente de la Junta Central Electoral (JCE) de República Dominicana, Román Jáquez Liranzo, firmó un memorándum de entendimiento que tiene como objetivo promover el intercambio y generación de experiencias en materia electoral y formular recomendaciones y observaciones de carácter técnico electoral que permitan al Consejo Nacional Electoral (CNE) de la República del Ecuador, fortalecer sus procesos de gestión en temas electorales, a propósito de las elecciones que se celebrarán el próximo domingo en esa Nación. En un acto encabezado conjuntamente con la presidente del CNE del Ecuador, ingeniera Shiram Diana Atamaint, Jáquez Liranzo en sus funciones como jefe de Misión, dijo que el trabajo de los observadores de dicha misión se enfoca en la votación, conteo y consolidación de los resultados de las elecciones generales 2021, con respeto a la soberanía del Estado. El memorándum de entendimiento sostiene que el Jefe de Misión será el representante de la UNIORE frente a las distintas instituciones del Estado y frente al Gobierno. Asimismo que la Misión, deberá actuar con imparcialidad, objetividad e independencia en el cumplimiento de su cometido. En ese sentido, la Misión de la UNIORE se compromete a desarrollar sus funciones de observación sin más restricciones que el respeto a la soberanía del Estado, la independencia del CNE y sus autoridades y las disposiciones previstas por la Constitución y demás normas del ordenamiento jurídico de la República del Ecuador. Del mismo modo, no influir de manera alguna en la voluntad de los electores ni en decisiones que adoptan los vocales de la junta receptora del voto por los coordinadores de recintos electorales, según el documento firmado. En tanto que el CNE se comprometió a garantizar la libertad común de comunicación con los sujetos políticos, personas y organismos que deseen contactar a la Misión; proveer equipamiento de protección personal para la salud de los integrantes de la Misión debido a la pandemia del Covid-19 durante su estadía en el Ecuador. El magistrado Jáquez Liranzo está realizando estos trabajos como jefe de Misión en compañía de la miembro titular, magistrada Dolores Altagracia Fernández Sánchez, el secretario general del pleno de la JCE Sonne Beltré Ramírez y Stalin Gómez, funcionario de la Dirección de Informática Informática, como parte de la misión técnica. En Ecuador la UNIORE tiene una nutrida misión integrada por observadores electorales procedentes de Argentina, Bolivia, Chile, Colombia, Guatemala, México, Paraguay, Costa Rica, Perú y Honduras, bajo la presidencia del magistrado Jáquez Liranzo.
