The second round of Uruguay's 1999 Presidential Election for the 2000-2005 period was held on Sunday, November 28.

A local plebiscite was held on November 7, 1999, to consult the people of Cóbano, Lepanto and Paquera on whether they wished to remain part of the Province of Puntarenas and whether they wished to become a canton.

The Constituent National Assembly (Spanish: Asamblea Nacional Constituyente) or ANC was a constitutional convention held in Venezuela in 1999 to draft a new Constitution of Venezuela, but the assembly also gave itself the role of a supreme power above all the existing institutions in the republic. The Assembly was endorsed by a referendum in April 1999 which enabled Constituent Assembly elections in July 1999. Three seats were reserved for indigenous delegates in the 131-member constitutional assembly, and two additional indigenous delegates won unreserved seats in the assembly election.

The Uruguayan primary elections for the 1999 Presidential Elections were held by the Uruguayan parties to determine the candidates at the national level for the 1999 Uruguayan elections. They took place on Sunday, April 25, 1999. Each party held a national election in which delegates were elected who then decided on the candidate at a national party congress. These primaries were also crucial for the candidates for the 2000 local elections.
